Tock has dark skin and WHITE hair that appears to grow that way naturally (even tho his eyebrows are not white?? ok Arcane) and he is either in a preppy green toned school uniform OR more casual but still pretty preppy dress that tends to be in tans and greens (slacks, vests, button ups). He wears a pair of softly glowing white studs in his ears as his Holy Order item.
He's short but well built and his clothes all fit very well. Absolutely has been being professionally dressed to look good at all times his whole life.

Tock is the son of ooold Holy Order money. The Clockman family has been around since the rise of Port Manteau itself. His family (including his parents and various aunt/uncles/cousins) has been in the banking/lending business for generations and have bankrolled many large projects around the city over the years. Some of them great! Some of them shady. That's just business tho, right? The name "Clockman" can be seen on banks, streetnames, ballparks, zoos, universities, etc.
Tock's father was murdered a few years ago and the criminal was never identified.
Tock is a Very Popular Lad at [yet unnamed rich kids prep school], both because of his parent's money and also his own charisma. He maintains excellent grades while being captain of the soccer team. He's pretty into the sciences as well but that's a hobby he doesn't have a lot of time for.
Tock is primarily concerned with living up to his parent's legacy, especially with the semi-recent passing of his father. He's had a lot of pressure his entire life to take over and continue the family business and a lot of his charisma is simply a result of having to be a winning socialite at rich people parties since he was like 5. Under the (admittedly pretty thick) veneer he's a stressed out kid with the weight of the world on his shoulders who's been so committed to meeting his parent's expectations his whole life he's never stopped to sort out his own desires or values.
